Up to 300 new homes are set to be built across Sutton town centre after a developer was chosen for the project.
Lovell was chosen as the preferred developer by the Housing, Economy, and Business Committee of Sutton Council in July to reconstruct the Elm Grove estate, or the Elm Grove Scheme.
Half of the 290 new houses that will be constructed in Sutton Town Centre are expected to be affordable.
The current houses between Sutton High Street and Throwley Way will be redeveloped, and council members decided to designate Lovell as the preferred bidder.
The eco-friendly design of the new homes will make them more comfortable to live in, use less energy, and save residents money on heating.
Located across from Asda at Northern Gateway, the Elm Grove project will be close to another council project.
As part of this renovation, the borough’s adult education facility, Sutton College, will have new stores in the White Building.
Built in the 1970s, Elm Grove comprises 73 properties today. Its residents have long complained about flytipping, antisocial behaviour, a shortage of lifts, a lack of green space and congestion.
The new housing development will include:
- High-quality, affordable homes in a sustainable, mixed-tenure community
- Around 290 new homes for existing and new residents across a range of unit sizes, including 1 bedroom, 2 bedrooms and 3 bedrooms.
- Private external space – a balcony or garden – and access to new communal courtyards and play space for residents only.
- Public realm improvements, as well as more trees, lighting and planting in Elm Grove.
- New routes for local residents connecting the High Street and Throwley Way.
In March 2022, a total of 79% of local voters approved the plans to reconstruct Elm Grove. Construction is expected to begin in May 2025.
A new house will be made available to all current occupants who choose to remain on the estate.

Next Wednesday, September 4, the planning committee of Sutton Council will continue to discuss the plans and hear objections.
